EmailOk so here is a novel idea. Its certainly not the easiest way for the end user as it adds a few extra steps for the user just to get a web part to look the way it needs to. But the idea is pretty simple 1 webpart with its correct look and feel equals 4 actual web parts on a page. A top image webpart that houses the title of the webpart. A main webpart area that has a repeating background of the left and right border. A bottom rounded corner image webpart and lastly a spacer image.
The spacer image is because if you stack webparts, by default sharepoint inserts a spacing between webparts in order to present them on the page correctly, you need to take this spacing out. So in order to space them out again you need to manually do it. I assume you can probably do it with code or a hard return or something.

I'll have more information on this in the next coming days. With specific details of how we did it etc. Again there are probably better ways, but this way allows for spanning the image to dynamically grow based on the width of the web part etc etc.
